Jerusalem graduated with high honors (magna cum laude) from the University of California, Riverside in June 1997 with a Bachelor of Arts in political science and a minor in sociology. He was on the Dean’s Honors List all four years. While at UCR, Jerusalem was invited to and became a member of several honor societies: Phi Beta Kappa;
Jerusalem graduated with high honors (magna cum laude) from the University of California, Riverside in June 1997 with a Bachelor of Arts in political science and a minor in sociology. He was on the Dean’s Honors List all four years. While at UCR, Jerusalem was invited to and became a member of several honor societies: Phi Beta Kappa; Pi Sigma Alpha; and Golden Key National Honor Society. After UCR, Jerusalem attended law school at Southwestern University. While in law school, he clerked for the LA District Attorney’s Office (Major Fraud Division) and the LA City Attorney’s Office. Jerusalem obtained his juris doctorate in May 2000, became a member of the California Bar in December 2000, and has been practicing since.
After law school, Jerusalem worked for a defense firm, Schaffer, Lax, McNaughton & Chen, where he was first exposed to class litigation. Jerusalem then joined The Petersen Law Firm—a plaintiff firm focused primarily on the Fair Labor Standards Act (FLSA). This is where he was first exposed to plaintiff work and represented public and private employees in state and federal court for violations of the FLSA. After The Petersen Law Firm, Jerusalem broadened his knowledge and experience in employment class actions when he joined Morey & Upton—a plaintiff firm primarily involved in California wage-and-hour class actions. There, he continued to sharpen his skills as a class-action litigator.
In August 2009, Jerusalem brought his knowledge and experience to Bisnar | Chase LLP and built its Class Action Litigation Department from the ground up. Relatively unknown at the time, Bisnar | Chase is now well-known in the class action arena.
Jerusalem and his sister have now joined forces to create Beligan Law Group and he brings his extensive experience in employment and consumer class actions to the firm. Jerusalem has an exceptional track record representing employees and consumers in some of their most complex, novel, and critical civil matters in state and federal courts.
Leah successfully earned her Bachelor of Science in Business Administration from Cal Poly Pomona in 2002. Driven by a familial legacy, she pursued her passion for law at Trinity International University, following in the footsteps of her father and brother. Throughout her law school journey, Leah dedicated herself to various internships

In December 2005, Leah achieved her juris doctorate and was admitted to the California Bar in October 2007—accomplishing this feat while seven months pregnant with her first child. Shortly thereafter, she collaborated with the late Chris L. Carnakis to establish the law firm of Beligan & Carnakis, LLP. Focusing in Personal Injury, Employment Law, and Social Security Disability, the firm thrived under their guidance.
In a significant development, Leah, in partnership with her brother Jerusalem, has founded the Beligan Law Group, leveraging their combined wealth of experience. Their focus remains unwavering, dedicated to advocating for clients in areas such as Personal Injury, Employment Law, and Social Security Disability.
